Objective
The municipal civil emergency plan is intended to express in clear terms the municipal objectives with regard to the preparation for, and the management of, emergency situations as well as identifying those responsible for the carrying out of the plan. In summary, the plan seeks to save lives and minimize losses; co-ordinate rescue operations; minimize corollary losses and protect property. The Emergency Preparedness Plan sets out the terms of reference that will allow for the implementation of specific tasks. Such planning is a collective effort and, as such, calls on all of the resources of the municipality.
Responsibility
The Municipal Emergency Preparedness Committee advises municipal authorities on questions of emergency preparedness. This committee is mandated to establish the strategic directions and the action plan required for implementation. The committee is made up of the Mayor, two councillors, the municipal coordinator (or his deputy) and the director of operations.
Emergency Measures
The plan is activated when deemed necessary to save lives, to rescue victims, to safeguard property, and minimize losses.
Co-ordination Centre
The Co-ordination centre is the responsibility of the municipal Emergency Preparedness Coordinator. This centre is where the plan is put into operation to control a disaster situation and where the main interveners manage the operation.
